Every player counts once. The figures are averages across players, so a few accounts with tens of thousands of games can't tip the scale. Identical repeat checks of the same account count once, and players with fewer than 20 opponents are left out of the averages.
“Banned for cheating” means closed for fair-play violations on Chess.com, or marked for breaking the Terms of Service on Lichess, which also covers things like rating manipulation. Both sites are counted together.
Bans take time. Many come months after the game, so recent opponents look cleaner than they will later.
Who's counted. These are players who chose to check their games, not a random sample of everyone who plays chess.
Chess Cheaters is not affiliated with Chess.com or Lichess. Account statuses are counted exactly as each site reports them.
